Nearly three dozen AFSCME locals gathered on September 8th as AFSCME District Council 20 convened a historic Special Convention to complete the merger of its DC municipal and federal sector locals. Council 20 Executive Director Andrew Washington said that “We must remain committed, responsive and adaptable
